Roma insist they never intended to sell Edin Dzeko, who was wanted by Chelsea, during this month's transfer window.
The Serie A side say they are very happy to still have the former Manchester City striker on their books and are also on the verge of signing Sporting Lisbon left-back Jonathan Silva.
Roma sold left-back Emerson Palmieri to Chelsea earlier this week and general manager Mauro Baldissoni is pleased with the business they have managed to complete this month.
Baldissoni said: "We are nearly always in the Champions League, but if an unexpected bid comes in for a player like Dzeko which may be considered interesting, we have to evaluate it and see how the money could be used to remain competitive.
"We are very happy that Dzeko will stay. If he had gone then it would have been up to the sporting management to find other solutions which kept us equally competitive.
"At the moment we're talking about a team that has sold Emerson Palmieri but replaced him with Jonathan Silva, who has played the Champions League and made the final of the Copa Libertadores."
Roma are 1/5000 to finish in the top four in Serie A this season and 1/3 to beat Verona on Sunday.
